Traffic and Signage

Residents would like signage to identify the Village of Amelia at the entrances to the Village of Mallory Square (Odell North and Morse) and the Village of Hadley (Odell South and Morse), similar to Sabal Chase.  Also can the entrance to Virginia Trace be identified, so people have some idea where they are or where they’re headed?

Overall design of entrance signage is not necessarily compatible with listing multiple ‘villages’ beyond that entrance.  Further, in the past, CDD’s have not been amenable to similar requests.  Nonetheless, the request will be forwarded to the applicable numbered CDD’s for consideration.   

Is it possible to have additional identification and directional information posted on, at or near the Tunnel at the CR466 Wal-Mart?

This particular tunnel is not the responsibility of the District, however the suggestion will be sent to Property Management and no problem is anticipated.

Can the District and the VHA develop a Newcomers and Renters Safety Awareness Package to include safety contacts, rules of the road, un-posted speed limits, traffic circle negotiation, golf cart etiquette, etc. as part of the Newcomers Orientation and distributed by the Sales / Rental Office?

This has been discussed with District Governments and the Sales Office with positive response, HOWEVER, time, effort, personnel resources are at an extreme premium.  IF

VHA has volunteers willing to lead/participate in this effort, both the District and Sales are happy to support the effort with limited resources and (full) funding.  [Ed Note: This was/is a Region 6/7 question/suggestion and it would be appropriate for reps from 6/7 to take an active participation.]

Is there a possibility of registering and/or licensing golf cart vehicles in the Villages so that infractions, unsafe and reckless behavior could be reported to the proper authorities?

There is some discussion at numbered CDD on this issue but there is currently no legal mechanism (Florida State Law) to do or enforce.

 

Where is the best update status and complete date(s) for Morse Boulevard improvements?

Are any improvements still pending for the Belvedere Gate area?

No.

Belvedere Drive and Parr Drive intersection at the library are becoming hazardous?  Is more police presence possible to help?

Have requested Sumter County Sheriff to consider increased presence.

The tunnel at Freedom Pointe is too narrow.  Can some improvements be made, if only added signage or controls?

This item is part of the ongoing cart path study.  It is likely that signage and possibly a mirror can be added.  Each of the numbered districts will be holding public meetings on the cart path issue, a good opportunity for VHA member input and comment.

Morse bridge cart lane is too narrow for passing golf carts.  Can the adjacent walkway be narrowed by even one foot for safer golf cart passage?

An ongoing topic.  Narrowing or eliminating will impact walkers and runners, etc. so no easy solution.  The district will investigate what is legal and evaluate cost, along with involvement from Sumter County.  In the meantime, “SPEED and COURTSEY” need to be the watchwords.

Can the District provide support for the reduction of speeding and reckless driving of golf carts or is this strictly a law enforcement issue?

Strictly a law enforcement issue, however, county law enforcement CANNOT enforce a speed limit on golf cart paths.

What vehicles are authorized on the golf cart (multimodal) paths?

Marion and Sumter County Ordinances are controlling.  In general, golf carts, pedestrians, cyclists, mopeds … district attorney will be requested to establish details.

Many, many newer residents and visitors traveling the golf cart path going south along Buena Vista from the Belvedere Circle toward Sumter Landing miss their turn to go through the tunnel toward Palmer Country Club and end up on the 9th tee of Cherry Hill and have to turn around.  Can wording be added to signage on the golf cart path in the vicinity of the Palmer Legends Cherry Hill tee #2 to include Sumter Landing (with left turn arrow)?

Property Management has investigated and is not sure the exact nature of the request.  The writer is asked to contact Sam Wartenbee with details as it seems the request can be accomplished if understood. 

Culture, Education, Entertainment and Recreation

Are there any plans for a performing arts center beyond the Savannah Center?

Not by either the district or the developer.

Is there an update on improvements in seating and / or sound for the Scarlet O’Hare Theater in the Savannah Center?

There is current money to replace seating but the several chairs so far tested are not well received.  A majority of the shows bring or hire their own sound systems.  As an ongoing issue, Savannah Center is responsibility of the AAC,

Are there plans for electronic registration of classes at the Lifelong Learning College?

Not the district.  Dr. McDaniel at the Charter School is responsible for the LLC.

Has there been a change in VNN programming and formatting toward a more economic presentation? 

Yes.  VNN is a privately owned independent business and operates as such.

Do any of the local care facilities include a program using therapy dogs?

Not aware of any.

Bowling may be the number one activity in The Villages.  Are there any plans for additional lanes?

All existing bowling establishments are privately owned businesses.  The developer is open to more, but not aware of any plans to develop.

Is a fireworks display sponsored by anyone a possibility within The Villages?

The district recommends no.  In addition to the obvious safety issues, it would be to the villages cost for clean up and repair of any damage caused by the “many” area outsiders likely to attend.

 

Building and Grounds

 

What is the status of sink holes throughout The Villages and how are they impacting various budgets?

The several so far this year have been fairly low cost and within the Center district budget.

The ATM installation at the Hemingway Pool / Postal Station has been brought up before and we thought should have been resolved by now. What is the status?

Per Citizen’s Bank, scheduled to be installed in August.

The stickers, stamps, slogans, names, felt tip markings, etc., populating the fronts of our postal station mail boxes are considered by many to be both unsightly and not in keeping with the general demeanor of The Villages.  Some progress on this issue may have been made and perhaps a status report is in order.  Further, if a final resolution is not yet forthcoming, perhaps the District could endeavor even more intently on our behalf with the appropriate postal authorities to eliminate the graffiti like condition that may be a federal crime.

The Postal Service has been contacted, but have been reluctant to act in the past.  As the boxes are USPS property, no district action is planned.

Are there plans to upgrade the landscaping and appearance of the Harmeswood entrance?

Contact Sam Wartenbee to discuss details.

One of the Harmeswood homes has been unoccupied for several years and is unsightly. 

Can the District force some routine upkeep and maintenance to improve the appearance of the village?

Deed Compliance issues are being turned over to the numbered districts … 1-4 soon, 5-8 as turned over from the developer.

What is the plan and status of renovations to Orange Blossom Country Club?

OBCC is operated by and responsibility of a private individual..  Chip Rice should be contacted for details.

Bison Valley appears to have been given well drilling approval.  Are the restrictions different in Bison Valley from the rest of The Villages in this regard?

Yes.  BV is not part of the villages, built under a different set of Florida state approvals.

 Complaints and requests to Community Watch, Deeds and Compliance and the District don’t seem to get results as they relate to compliance.  What is the best means for remedy for nagging compliance issues for defiant neighbors?

 

There is a very formal and deliberate notification and enforcement process as private property rights are paramount.  Community Watch has nothing to do with Deed Compliance.

Safety and Security

 

The area of Paradise adjacent the lake was once believed to be a gated community with restricted access.  Today frequent trespassing and fishing by non-residents is causing safety and security concerns of residents.  Community Watch and Lake County Police have been ineffective.  Can the District provide any support?

The area in question is an open public property and not a trespass issue.

Policy

Please restate the In or Out-of-Area Guest ID Policy as it currently may relate to a 30-day limit.

There has been no change to the current policy that can be read, word for word, at www.districtgov.org.

What are the plans for the Amenities Authority Committee expanding to districts south of CR466?

Currently, there are none.

Are there any early indicators that the Guest ID Policy change involving penalties are having any positive or negative effect? 

Policy just initiated on July 6 so it’s far too early to tell.

Freedom Pointe is opening after Labor Day.  What is the agreement between Freedom Pointe and The Villages related to payment and shared amenities?

Residents start arriving in August.  Unit owners are treated the same as homeowners.  The only difference is that residents pat their fees through the corporation rather than direct to Villages.  CPI is applied annually same as for the rest.

Will the building of County Administrative Offices and Library at CR44 precede Brownwood and the new hospital?

Yes.  But it’s still early.  The CAO and Library are still in the design stage and will be built on CR139 off CR466A, not on CR44.

Is fluoride added to The Villages potable water?

No.

WHO IS THE VHA (Villages Homeowners Association) -

·       The VHA is a volunteer organization entirely comprised of your neighbors in The Villages and solely funded by your dues.

VHA Regional Directors & Neighborhood Representative Questions for Center District and Developer’s Representatives  - January 20, 2009

1.      Are locks permitted on Courtyard Villa gates?

Yes locks are permitted but the neighbor whose home is also accessed by the gate must be granted access.

2.      Are the rules/guidelines about driving in the Roundabouts County or State regulations/guidelines?  Where can people find a copy of the Sumter County Guidelines?

Sumter County has adopted the Florida State guidelines.  Copies of the regulations and guidelines are available at the Sumter County annex and the Sheriffs Office at the annex as well as at the District Customer Service office on Wedgewood Lane.  The information can also be found on the District website www.distrcitgov.org.

3.      The entrance sign for LaZamora is only on the wall on one side of the road; the wall on the other side of the road does not have a sign.  I believe we are talking about the wall inside The Villages not the wall on CR 466.  Can signage be added to the other wall?

More information is needed as to the exact location, but regardless this is an AAC decision and once the details are available the residents should contact their AAC representative or attend an AAC Meeting and request the sign.

4.      What would be necessary to get more playgrounds built at each end of the community with baby swings/regular swings and other playground equipment along with rubberized pavement for visiting grandchildren?

To get additional playgrounds built would require 4 things: 1) Land 2) access 3) money and 4) approval from the appropriate Board, either the appropriate Numbered CDD or, depending upon the location, the AAC.  There are currently no plans to build another playground within The Villages.  There are playgrounds in Lady Lake and Oxford that residents can use and the small playground near Market Square.

5.      What is the status and time frame for upgrading Morse Boulevard between El Camino Real and CR 466?

The resurfacing and upgrading of Morse Boulevard will be done in 2 phases by Sumter County.  The plans are finalized and an engineering firm is in the process of doing the final engineering design work for the section of Morse from CR 466 to just north of Rio Grande.  The project will be put out to bid this fall, the start of the new fiscal year, and the work will start after the first of the year 2010.  The County is aware of the peak traffic season and will adjust the work schedule/ timing accordingly.  The start of work north of Rio Grande will depend on budgeting and work will probably not start before 2011 at the earliest. 

Updates on many projects, for example the work on Morse Blvd, the Progress Energy substation, are available on the District website (www.districtgov.org) in the “What’s Happening” section

6.      Will any changes be made to improve the safety of the golf cart crossing by the Morse Gate South?  The signage is felt to be inadequate for this very hazardous crossing.  Will this area be upgraded as part of the improvements to Morse Boulevard?

The plans for Morse Blvd include widening the Golf Cart paths.  The issue of crossing by the Morse Gate South has been discussed with the engineering firm and they are exploring an alternate approach to improve this situation.  This will not be part of Sumter County’s responsibility; however CDD #1 has agreed to support improvements that may be recommended.

7.      What is the status of the changes with thevillages.net that is coming later this year?

As part of the original agreement when Comcast took over the ClearLink cable business they agreed to provide free access to “Villages.net” until June 30, 2009.  After June 30 Comcast customers who want access to Villages.net will have to pay $8.00 per month.  T-Times can still be made by telephone at no charge.

8.      What is the status of VNN?

For the foreseeable future no changes are anticipated.  VNN is provided as public service.

9.      Will there ever be a performing arts center as being advocated by the Village Performing Arts Alliance? 

The VPAA is a private organization and you will need to ask them for an update.

10.  We would like to see the Savannah Center upgraded with better seating and improved stage capabilities.  Who would be responsible for such an upgrade?

This will be up to the Center District and the AAC.  At this point there are no plans to convert the Savannah Center into a Performing Arts center.  Any suggestions along this line will need to go before the AAC. 

Janet Tutt reminded everyone that now, January to March, is the time that the AAC is developing the capital improvement budget for the fiscal year 2010; consequently now is the time to make any capital requests to the AAC.  For example, if residents want engineering studies conducted on the cost or feasibility of converting the Savannah, now is the time to present the issue for consideration by the AAC.

La Hacienda Regional Recreation Center will be renovated this summer.

11.  It was announced last week (January 14) that the Wellness Center will be moving to the La Reina Building in Spanish Springs by June of this year.  At that time the only indoor pool in the Villages will be closed.  Are there any plans to build another indoor pool?

The Wellness Center is moving to provide more space for members and to increase the equipment and services being offered.  No indoor pool is planned.  Discussion of another indoor pool is a matter to take up with the AAC.

12.  What is the construction status of the VA Clinic?  No work seems to be going on over the last several weeks.

The construction is on schedule for completion by early 2010.  The kick-off meeting for construction is scheduled for January 28.

13.  Is there, or will there be, a limit to the height or number of multi-story buildings in The Villages commercial areas?

Yes there are limits.  Each area has their own limits – nothing is in the plans for anything taller that what exists now, for example Freedom Point and the Hospital.

14.  Please update us on the status of restaurants and other shops in the Mulberry Shopping Center and out parcels.  Is Sembler still marketing this property or is it the responsibility of The Villages Commercial Property Management (CPM)?

The Villages CPM is now responsible for leasing this property.  They are excited over the VA clinic and the area is very attractive to medical providers and restaurants.

15.  What are the plans for the homes (Cabanas at Creekside Landings) being built across from the Waterfront Inn?  In a related question, what are the plans for the cottages behind the Lake Sumter Landing Sales Office?

Both areas are being used for sales guests, people staying on the Lifestyle Preview Program.

16.  What are the plans for the undeveloped area across from Barnes & Noble by Creekside Landings?  The rumor is that a bowling alley will be built there?  (How about an indoor pool?)

At this point there are no plans for the undeveloped area.  Discussions are ongoing with TGIF regarding the start of construction on their restaurant next to Barnes & Nobles.

17.  If the Post Office ever becomes solvent, is the Developer still interested in working with them to build a full-service golf cart accessible postal facility?

The Developer tried for 20 years to work with the Postal Service and the VHA made a serious, but unsuccessful effort last year.  It is now too late, there is no longer any suitable property inside The Villages left for a Post Office.

18.  What impact is the nation economy having on real estate sales and commercial development in The Villages?

Home sales continue to be good, about the same or a little bit better than last year.  At this time of year this typically means 150 – 200 new homes a month.  Big Box stores and big chains are not building now; for the most part the smaller stores are doing well.  The medical profession and demand for new medical offices is very strong with many in the medical profession wanting to relocate offices and live here.

19.  Are there new commercial developments that you can share with us?

Sonny’s will be opening a store in Lake Sumter Landing in the building vacated by Whiskey Creek.  Redsauce will be opening (opened Monday, 1/26) in the space once occupied by Dominic’s.  There is nothing to report for the location of the former Main Street Bistro.

Janet Tutt paid a very nice complement to Roger Kass and the VHA for the proactive and constructive partnership with the Center District that we have demonstrated especially over the last year.  This was Roger’s last opportunity to chair this meeting and he thanked everyone, especially the representatives from the Center District and the Developer, for their participation and support.

VHA REGION 5/6/7 GENERAL MEMBERSHIP MEETING

OCTOBER 21, 2008

Our speaker, John Crossman of Crossman & Company was accompanied by Scott Renick  and Angie Lester.  He also mentioned Geno Jarquin  who was not able to attend the meeting.

Mr. Crossman opened the meeting by explaining that our community is unique because the residents play an important part in directing their actions.  Our residents are listened to.  They count on our input.

He explained that they face three challenges on selling The Villages to prospective tenants.  The first is that although some have heard of The Villages, they really don’t “get it”.  Our community is so unique that it is hard to make them understand just what we are all about.  Most real estate decisions are based on demographics.  The demographics they used are flawed and out of date.  When they plug in a location, say 466 & Belvedere Blvd., they will probably get out of date census information which would show a population of 2,000.  Since they use formulas which predict population growth at about 3%, of course the area does not seem like an attractive location for consideration.  Secondly, they don’t really understand “active adults”.  They hear baby boomers or active adults and think – old people.  They don’t see that we represent a vital market with the dollars to spend for their product.  They have to basically sell us as consumers of a particular product or service.  Once they get that much across they face another challenge.  They have to sell the idea that golf cart access is one of the most desirable factors to most of The Villages residents.  It is a hard concept to sell to individuals unwilling to visit, who live in cold climates.  They can’t seem to accept that we really do use our golf carts as our main form of transportation. 

Mr. Crossman reported that all the major entities they contacted said no the first time.  But, they do not give up.  They continue to contact them with more and more information on The Villages.  Each time a new merchant opens here and succeeds, it gives them more ammunition to use when they approach a new prospective tenant.

He did mention that in the current economic climate retailers will be cutting down on their expansion plans.  They will have to work even harder just to make sure that The Villages location is one of those that remain on these shortened lists.  There is a lot we can do to make that happen.  First, we have to vote with our dollars, keep the dollars in The Villages.  When you have a choice make sure you choose the merchant that has golf cart access.  When we do that we do not dilute our purchasing power.  It shows what a force we are.  If you can’t find an item here in The Villages, try shopping on line or by catalog and have your purchase sent to your Villages address. Merchants tract that type of information.  The second thing we can do is send letters and emails to the retailers we would like to locate here.  It doesn’t matter if we send the letter or email to the right individual in the organization.  He asked that when we do send these letters and emails, that we send a copy of that letter or email to Scott Renick.  Scott will then see that a copy that it is forwarded to the right person in that organization.  He distributed a sample letter which is attached.  Please don’t just copy the letter, use the basic information but put it in your own words.  We can have a lot of influence if we do not give up.  We can also use petitions or letters with multiple signatures.  For example, if you have a club or activity that uses a particular product, you can put together a letter or petition and have all your club members sign it.  Just like individual letters or emails, make sure you send a copy to Scott.  He will make sure that copies are sent to the appropriate individuals who are responsible for making the real estate decisions.  Finally, he asked that when we travel or go back home to visit, we talk up The Villages.  Tell your favorite store there that you would like to have them open a location in The Villages.  Get their name or a business card and send it to Scott.  They will follow up.  This also goes for doctors or medical facilities.  In that case send the info to Angie Lester who handles medical services. 

It is also important that once a retailer opens a location here that we make sure they have a great opening.  That helps.  It gives Crossman & Company ammunition to use when they approach other possible tenants.  Also, if you do have bad service from one of our retailers, please let the manager at the location know. Please don’t just jump directly to contacting the CEO or President.  Give the local managers the information they need to improve their product or service. We have a vested interest in their succeeding here in The Villages.

Another important point he stressed is that when we hear from a retailer that they are coming to The Villages, we have to ask -- Are they coming TO The Villages or NEAR The Villages.  Apparently some retailers believed that they would have golf cart access outside of The Villages.  

Mr. Crossman then addressed some myths that continue to be mentioned.  The first was that the rent charged here was too high.  He stated that when he first came here and looked at the data, he felt that they were low.  The key to a retailer’s success is to generate a strong sales volume.  A general breakdown is that rent should be about 10% of gross sales.  Labor – generally about 30% - takes a much bigger bite.  Another related myth is that a retailer must pay a percentage of their profits to The Villages.  That is not the case.  There are some establishments that do pay a percentage  of their sales as part of their rent; but, in those cases the base rent is very low.  The bottom line is that Mr. Crossman reported that he has never seen a business here fail due to rent.  A business fails because the retailer cannot generate the volume needed to succeed.  The percentage of new business that fail here in The Villages is lower than the average in other areas.  He was very clear in stating that they have never lost a deal due to rent.

The meeting was then opened up to questions from the floor.  The following is a summary and may not list all questions or comments.

Why new locations over old locations?  In many cases the tenant wants the location built to their specific requirements.  It is sometimes more inexpensive to build new then rehab.

Are we ever going to get a Costco?  Both Costco and BJ’s have said no.  The comments Crossman & Company hears from them are “old people don’t buy our stuff”.

Is it possible that we may get another Panera location?  Yes. There is a chance for another location.

It was mentioned that the gas station on 466 A is always much higher than other.  Crossman & Company does not have any contact with the retailer once they are in.  He felt the best thing residents can do is write letters to the company.  Go on the record, let them and their bosses know why you are not buying there.

A question was asked regarding a specific Friendly’s location which was not in the territory Crossman & Company represents.

A resident was told by a hardware dealer in Wildwood that they would come here but the rent was too high.  Mr. Crossman repeated that they have never lost a deal due to cost of rent.  They are working on getting a hardware store in the 466A area.

Have 5 Guys Burgers been contacted.  Yes, they have talked to them.

A question was asked regarding locations where tenants have closed down.  Mr. Crossman reported that if the business has closed and the lease period is still in force, it is the responsibility of the tenant to try to sublet.  But, they do keep track of what is going on and if they know a business is having problems they try to be ready once they have control of the property again.  For example, he stated that when they found out that the Starbucks in Buffalo Ridge was closing, they began contacted other coffee shops to see if they were interested in coming in.

Have they heard if our Circuit City is in trouble?  They have not gotten any notice that there is a problem at that location.

 A resident reported that sales clerks in the Michael’s in Ocala have said that they are coming to The Villages.  Mr. Crossman stressed that in that case we have to ask - Are you going to be “IN” The Villages or “NEAR” The Villages. Then Crossman & Company can let them know that unless they are “IN” The Villages they won’t have golf cart access. 

A question was asked about TGI Fridays?  They are in the permitting process which can drag out and take a while. 

A resident asked if they ever contacted small businesses.  He suggested that they should contact Meg O’Malley’s Restaurant and Irish Pub (812 E. New Haven Ave., Melbourne FL 32901).  He believes it was this establishment that had a big part in revitalizing that area.  The answer was yes they do.  Again here is the perfect opportunity where writing a letter and copying Crossman & Company would bring this establishment to their attention. 

A resident mentioned that we really need a 24/7 emergency animal hospital.  Mr. Crossman reported that this would fall within Angie’s area of responsibility. 

Responding to questions, both LL Bean and Pottery Barn have also been contacted and don’t feel that The Villages would be good locations for them.  Again, here is a chance to let them know your wishes. 

A resident reported that her 92 year old mother was shopping in a Trader Joe’s up North and mentioned that she would like to see one here.  On her next visit they made a point to tell her they were working on a warehouse in Atlanta and that we were on their list.

A resident asked if they had the ability to offer the retail reps the life style preview package and the answer was yes.  The key is that we must get them here.  At one point they offered to bring representatives of 50 firms here and 49 said no. 

They don’t give up.  Not one merchant said yes the first time they were contacted.

So, fellow residents, here is where we can really make a difference.  If you want someone here, let them know it and copy Crossman & Company when you do.  And, when we forward a request to you from Crossman asking for our help, if you want that retailer here sit down and write a letter or email (always sending a copy to Crossman & Company.). 

Attached is the sample letter.  Again, please remember to reword it.  If they get 100 letters or emails  reading exactly the same, those letters will most likely end up in the trash.  (BILL GOTTSCHALK has copies of this letter if any of you want to see it.)

VHA Regional Directors and Neighborhood Representatives Questions for

Center District and Developer’s Representatives

1.      There has been a lot of discussion about the new Guest Pass policy.  It was explained that the minutes and recommendations of both the AAC and the Focus Group appear on the Center District’s website, www.districtgov.org.  This led to discussion about a number of issue including:

t       What will be the implementation procedure once the elected AAC adopts this or any other procedure or policy? 

The focus group has developed a rough draft.  This draft will be presented to the full AAC in December, after the AAC election, and to the Center Districts if accepted by the elected AAC.

t       In general, how will the policies and procedures adopted by the AAC affect residents South of CR 466?

After the AAC approves policies and procedures these are presented to the staff and their recommendations are passed to the VCCDD and the SLCDD which both must agree to any changes, just like golf procedures.  This is to insure that we have a seamless community.

2.      The new housing development across the street from the Waterfront Inn is moving very quickly.  It appears that a main entrance/exit for the community will be along Sumter Landing Road.  Since this street is a major artery for both automobiles and golf carts to enter Market Square from Buena Vista we are concerned that this will create a traffic problem and congestion.  Will this construction entrance be the primary entrance to this community and if so, what other options are there to avoid a traffic hazard?

There will be two entrances/exits to the new community with one on Lake Sumter Landing Road and the other on Old Mill Road.

3.      Questions continue about the days for recycling (referred people to District website, www.districtgov.org) and the days for watering.  We continue to see the recycling bags and the regular garbage being physically placed close together which adds to the confusion on the part of the folks who pick up the trash.  What more can be done to educate new residents?  It has been suggested that an information sheet be distributed to each new resident when they get their ID listing the normal trash days, the day for yard waste and the day for recycling along with the day(s) for watering.  What can we do to have this implemented?  What system is available to inform renters about these issues?

The media is being used on a regular basis to remind residents of the system, it is published in the Villages phonebook, and the information is listed on the District Website. In the end, the most effective is friendly resident to resident communications, especially with renters and seasonal residents.

4.      Some residents continue to refuse to use the biodegradable bags for their yard waste.  Aside from the environmental consequences, what are the potential consequences of this to the community and what type of enforcement is possible?  OMI has told residents that they have a contract to pick up the trash and must collect all yard waste on the appropriate day regardless of whether or not it is appropriately bagged; is this correct?

The situation is getting better and the trash company is reminding folks and these reminders will continue.  The trash company is contracted to take yard waste and will take the yard waste even if it is in the wrong types of bags. We were reminded that we all have a personal responsibility to protect our landfill and the environment and the biodegradable trash bags protect and extend the life of the landfill.

5.      On a related matter, how well is recycling working in The Villages?  Can you give us an indication of how many residents are recycling their trash and how many are segregating their yard waste?

We have a very high percentage of cooperation and the percentage is growing.  The percent compliance South of CR 466 has been higher, but we aren’t sure of the current comparison.

6.      What is the status of recycling at the Recreation Centers?  John Rohan had indicated earlier they were investigating this; would John provide an update on the progress.

They continue to explore options; storage of large amounts of materials is a potential problem with rodents and other pests.  The costs would be high if the trash trucks were to make a special stop at all the Recreation Centers.

7.      New residents do not understand the role of the Community Watch, the gate attendants, the cameras, etc.  Is there a brochure or other resource that can be distributed to newcomers to inform them about the functions of Community Watch?  We would be happy to distribute Community Watch literature at the VHA Newcomers’ Orientation.  In addition, we would appreciate having a representative of Community Watch attend this monthly meeting in person.

Based on this suggestion a representative from Community Watch now plans to attend the VHA’s monthly Newcomers Orientation – in fact they attended the meeting that very evening.  The 1-hour VHA’s Newcomers Orientation is held the 2nd Tuesday of each month at the Canal Street Recreation Center starting at 7:00 PM.

8.      This question applies to the Championship Courses, but perhaps someone can address the issue.  There is a teaching bunker at the Nancy Lopez course that is not used for teaching all the time.  Why can’t this be open to others for practice?

A new bunker is being built in a better location.  This will be available whether or not an instructor is present.

9.      There are algae growing on the walls at the La Zamora gate; can this be addressed.

This will be addressed after the construction on CR 466 is completed.

10.  The sign on the gate card reader for the La Zamora gate reads South Briar Meadow Gate, which is confusing to visitors.  Can this be changed to La Zamora Gate?

A broken card-reader was replaced and the name was not changed; this oversight has been corrected.

11.  There is an “18-wheeler” or trailer parked at the De La Vista Postal station.  It does not contain pine straw and it is there despite several calls reporting its presence.  What can be done about it?

The trailer, which originally contained pine straw, was removed.

12.  There is concern about the intersection at Legacy Lane and Calumet Ave.  When you are at the Stop sign on Calumet Ave it is difficult to see the through traffic on Legacy.  Can something be done to improve this ‘blind’ intersection?

The bushes will be trimmed back.

13.  There is concern about the safety at the cart path corner near the putting green turn in front of Palmer Country Club restaurant?  At the very least – a sign indicating blind intersection or dangerous curve – or the trimming or re-doing of the landscaping for greater visibility is needed.  What can be done to improve the safety at this location?

The bushes are being trimmed back.

14.  The clocks in many of the meeting rooms are not showing the correct time; can this be corrected?

They have been removed and will be replaced once they are repaired.  In the future notify the on-site staff and either the clocks will be repaired or removed for repair or replacement.

15.  It has been reported that during the day, the staff at Laurel Manor and Colony Cottage recreation centers are not checking the IDs of people coming into the center.  Can the staff, at these centers and all the Recreation Centers, be reminded about the importance that residents place on this function?  What can residents do if they observe this situation in the future?

If a resident sees a problem, please let the Recreation Department staff know.  The staff at the centers has multiple duties so there is not one person assigned to check IDs.  During the month of September over 130,000 ID checks were conducted at the Recreation Centers.

16.  The exits for the commercial properties on CR 466A do not have signs indicating that golf carts are not permitted past this point.  It is suggested that signs be placed to prevent a mistake or worse an accident.

The issue will be looked into, but it sure makes sense.

17.  It appears that there are an increasing number of people under 55 are calling The Villages home or buying here for investment.  We are concerned that the community will lose its status as an “over 55 community”.  We are also concerned that some of these ‘underage’ people could be contributing to criminal activities in and around the area.  How close are we to the 20% limit?  We recognize some of these people could be renters and others could be living with Mom and Dad or Grandma and Grandpa.  Are there limitations to ‘underage’ folks buying, renting or residing in The Villages?  What are the procedures for enforcement of the age violations of the Covenants and Restrictions – in the case of new homes, the sale of pre-owned homes and in the case of private renters?

The developer does monitor the issue and as of the end of September 2008, it was reported that 95.17% of new homes sold in The Villages have someone over 55 on the deed.  Dr. Gary Lester promised to look into the issue of re-sales and renting and will report back to us next quarter.

18.  People continue to raise the issue of the ‘Buffalo’.  The feeling is that while they understand that they are gone, they are concerned that their efforts to raise a legal defense fund and other efforts were ignored.  The comment has been made that the developer could have been more forthcoming and more gracious about how residents’ efforts to offer alternative solutions to the situation were handled.  Some people still feel there was a hidden agenda behind this issue.  Please comment on this issue on behalf of the developer.

Gary Lester personally spoke to the 8 to 10 callers who contacted their office.  Everyone he spoke to seemed to appreciate the situation.  No body has offered a solution that had not been considered.  Dr Lester asked how they could have been more gracious or more forthcoming; Mark Morse’s explanation was broadcast on VNN for 24 hours and was fully reported in Daily Sun. 

Nothing is being hidden.  It has been clear that the lands in the community that was and is being used for the grazing of livestock will ultimately be developed for either residential or commercial property.  The buffalo have been moved in the past without notice; the grazing animals, buffalo or cattle, have always been moved shortly before development began; as an example one only need to look at the hospital location, the location of Laurel Manor Recreation Center, Arnold Palmer Golf Course and many other locations throughout the community.

19.  There have been several closing in Market Square and merchants seem to be leaving all the time.  There is the feeling among some residents that the reason for these stores leaving is the punitive nature of the commercial leases and what people describe as “add-on” by the developer to the commercial leases.  Residents are concerned about these establishments closing and the negative image it gives to friends and visitors about the community and the viability of the squares.

t       Can you please comment on the opinions about the nature of the commercial leases?  What are the facts about these commercial leases and how do they compare to commercial leases elsewhere, both locally and in the area?

There is nothing unique about the situation in The Villages.  There are no punitive clauses in the leases offered here.  According to the representative from Commercial Property Management the leases are competitive to those offered elsewhere.  Nationwide, about 60% of small businesses fail in their 1st year; the business failure rate is much lower in The Villages.  There were 65 new tenants signed in the Villages commercial community during 2007.

Many restaurants fail, for reference we were referred to other personally popular restaurants along Highway 200 or other locations in the Ocala and Leesburg area.

t       What can we, as concerned Village residents, do to work with the developer and commercial property management to avoid the high turnover of merchants in the commercial areas, especially in Market Square and Towne Square?

The new Village Center Customer Service Center is functioning so well some of the VHA Reps have commented, with tongue in cheek, that they have nothing left to do.  On the other hand it has given the neighborhood representatives time to focus on larger issues and to provide more feedback to the Board and thus to the various governing bodies serving The Villages.  We are appreciative of the good work and services provided by the Customer Service Staff.  Thank you!

 

1.      Community Watch has a new telephone number.  Can the VCCDD please prepare and distribute new refrigerator magnets with the new contact information?

New magnets are available and can be obtained at either the Customer Service office on Wedgewood Lane or at the Community Watch office located at 3130 Glenview Road.  We will see if we can obtain a supply to distribute at the VHA Newcomers’ Social.  The magnets are currently offered at the Welcome Social sponsored by the Sales Department.

2.      With the summer vacation season we are seeing children using the adult pools and no one comes by to check on these pools.  What is the procedure for checking these pools and who should a resident contact if children are present in an adult pool?  Are there adequate signs designating the neighborhood pools as being for adults only?

Community Watch checks these pools 3 times a day.  If children are using the pool or there are other issues please use the courtesy phone located at every pool to contact Community Watch.  New signage has recently been installed to more clearly spell out the rules.

3.      At the Village of Bridgeport at Miona Shores the mail boxes are only accessible when the pool gate is unlocked.  The mail slot has been moved so that mail can be deposited at any time but it is our understanding that access to the boxes is still restricted to the hours that the pool is open.  Can this be corrected?  There is no VHA Box at this postal station; can a box be added for VHA mail?

This issue was misunderstood; the problem had been corrected sometime ago.  The Center District will install a VHA and a CIC drop box and will look at locating these outside the gate area and will look at relocating the Amenities drop box as well.

4.      A few months ago a longer arm was installed on the gate at Belvedere entrance near the high school; the longer arm was effective in preventing cars from going around the gate and it made golf carts slow down.  The arm is now shorter; will the longer arm be reinstalled?

In an effort to control costs, as the gate arms are damaged, the damaged portion is removed and the arm is reused.  When it gets too short it is replaced with a new arm.  Community Watch will be asked to check if the gate arm in question is too short.

5.      Is there anything that can be done to stop the growing numbers of feral cats and rabbits in the neighborhoods?

It is illegal to feed or otherwise interfere with feral (a.k.a., stray) cats or other feral animals.  County animal control is responsible and can be contacted by the resident, but typically they do not have the resources to deal with feral cats.  If people would not feed the feral cats their numbers will diminish naturally.

6.      What can be done to stop the distribution of advertising/newspapers, such as “Go Ocala”, from being thrown in our driveways?

The homeowner can contact the individual papers directly and they will stop delivery.  The Ocala Star-Banner has been especially cooperative.  The Star-Banner does reportedly send a follow up team to try to identify homes that are not occupied so that these can be added to the do not throw list.  Unfortunately, they can only respond to requests from the person identifying themselves as the resident or owner of the property.

7.      The maintenance of the grounds controlled by the golf division around the Chatham mail station is not good.  The grass is allowed to get so long that when it is cut and the clippings are left on the lawn it damages the grass.  In addition the grass is often left on the street until the next day and it is unsightly.  Who should be contacted to correct this problem?

This has been corrected.  Maintenance had gotten behind because of the rain.  To report problems of this sort, please contact District Customer Service at 753-4508.

8.      There has been a lot of discussion about golf cart access from and to The Villages.  It was pointed out that a number of people currently come from Stonecrest and other areas on golf carts.  What are the rules regarding golf cart access to the roads and the transportation trails inside The Villages? 

We all need to stay alert to this issue to protect the transportation trails and our golf cart privileges.  Dr Lester reported that the developer continues to work with surrounding communities and the towns of Lady Lake and Wildwood.  They seem to understand the concern.  The path that people from Stonecrest, and other areas north of The Villages, are using crosses private property and the golf carts are gaining access to The Villages through hospital property.  There had been a gate on the hospital property, but it has been repeatedly vandalized.  There are discussions with the hospital about replacing and possibly redesigning the gate.  The only housing adjacent to The Villages proper, that will have golf cart access, is Bison Villages.  None of the surrounding communities have been, or will be, granted golf cart access to The Villages; despite rumors to the contrary.

9.      Please comment on the feasibility and practicality of charging a registration fee for golf carts to distinguish between resident and non-resident owned golf carts.

There are no statutory provisions to register golf carts.  Therefore, any effort to license or otherwise identify golf carts would be voluntary.  The consensus is that if such a policy were adopted only the responsible individuals would register their golf carts; those individuals who abuse the system would not bother to register their golf carts.  Consequently it would not seem to be productive to incur the expense and resident inconvenience to try to implement a voluntary system.  It was suggested that a focus group be formed by the VHA to explore the issue; if such a focus group was formed Janet Tutt said the Center Districts would be supportive – this will be considered.

10.  The water tower on Country Club Hills has been repainted; when will The Villages logo be repainted on the tower?

There are only 2 crews in the Southeast who can paint the logo on the side of this type of water tower.  They have gotten behind due to the weather.  John Rohan promised to advise the VHA when they are told the painting crews are expected to arrive to start the work.

11.  There is a dead Sago Palm at the LaZamora entrance.  Who should we contact to have this removed?

The Property Management Department does not believe the Sago is dead and they are working to keep them alive.  If individuals see other similar situations they can contact Property Management directly or simply call Customer Service at 753-4508.

12.  The Tierra Del Sol postal station and surrounding areas need to be cleaned.  What is the procedure to have this, or any other postal station, cleaned?

All of the postal stations are scheduled for cleaning quarterly.  In the interim if a problem is seen please call the Customer Service department at 753-4508.

13.  The water fountain, which provided chilled water, at the Valle Verde postal station was removed.  The residents would like it back; can this be done?

It has been returned.  It was removed for repair.

14.  We continue to get complaints about various aspects of the roads and signage.  Please explain who is responsible for maintaining the roads, installing traffic lights and painting the road markings in Lake, Sumter and Marion County.  How can we better communicate this information to the residents, both new and long-term residents?

All roads, except Villa roads in Lake and Sumter County are the responsibility of county government or, where applicable, the Town of Lady Lake.  In the Marion County portion of The Villages, CDD #4, the county is only responsible for Buena Vista; all other roads are the responsibility of CDD #4 and reserves are in place for this purpose.

The restriping of the circles in Sumter County, and soon in Marion County, has been done by the county in accordance with their own county guidelines.  The Sumter County guidelines are available as a courtesy on the District web site (www.districtgov.org).  It appears that these guidelines adopted by Sumter County and expected to be adopted by Marion County shortly, follow Florida Department of Transportation guidelines.  It is the individual counties’ decision about how to strip the roundabouts; it is NOT the responsibility of the Center District.

Both Janet Tutt and Gary Lester commented that the number of calls to the Center District and the developer regarding issues relating to road maintenance and road signage, etc., has been declining since the issue of who is responsible for the roads was publicized by the VHA.  The VHA was thanked for helping to get the word out.

Janet Tutt reminded us that the issues relating to traffic on the northern portion of Morse Boulevard are currently under review by Sumter County.  She explained that we should expect some decisions from the county and likely action after October 2008, the start of the new fiscal year.

15.  Janet Tutt has changed the Center District organization and she has presented it at least one Regional VHA meeting.  What are there plans to communicate this information more widely?

Copies of the new organization chart are available from the VHA neighborhood representative or from the Customer Service office.  The organization chart is also available on-line on the District web site (www.districtgov.org).  Representatives from the District are also available to speak to individual groups about the role of the Center District and the organization; contact Customer Service (753-4508) to discuss arrangements.  Janet Tutt introduced the new Center District Administration Operations Manager, Diane Tucker.

16.  People continue to be upset and confused about the recycling program.  The question continues to be asked: why are we paying an increased fee for recycling when the trash company gets paid for the recycled materials? 

It was commented that the new program is working smoother.  It was explained that the money received for the recycled materials does not begin to cover the costs of the new trucks, the additional staff and the gas.  In communities that do not charge extra for the recycling the additional costs are included either in the garbage collection fees or are being subsidized by other revenue sources.

The recent statements that Lake County is making large sums of money from recycling are just incorrect; in fact Lake County is anticipating an increase in trash collection fees in the new budget to cover the revenue shortfall.

17.  There continue to be questions about the appropriate days for recycling (refer people to www.districtgov.org).  People continue to see the recycled bags and the regular garbage picked up the same truck.  Why does this continue to happen?  Is this due, in part to people putting out recycling on the wrong day; if so can the recycled bags not be picked up when put at the curb on the wrong day?

If the recycled bags are collected with the regular trash it is either a mistake by the trash collection crew or the recycled trash bags were put out on the wrong day.  It is important to put out the recycled materials in the correct bags and to put them out on the correct day.  It would be helpful to the collection crews if the recycled bags were placed on a different side of the driveway than the regular trash – in the early morning hours, before sunrise, it can sometimes be difficult to distinguish the different types of bags.  The web site, www.districtgov.org, has information on the correct recycling days and the materials that can be recycled.  We will work with the Daily Sun to see if we can arrange for them to reprint the information one more time in the paper once the seasonal residents return.

18.  Would you please explain how the responsibility for the quality and appearance of the older Country Club facilities is allocated between the Center District, the numbered Districts, the developer and the operator of the restaurant or other facility?  In particular, concern has been expressed about the condition of Orange Blossom Gardens Country Club.

The developer owns the building that houses the Country Club facilities.  In most cases the operation of the restaurant is leased to an independent company or individual.  Currently the developer is in conversation with the individual leasing Orange Blossom Gardens Country Club regarding refurbishment which would be the responsibility of the lessee.

19.  People want to start a legal defense fund to enable the developer to bring back the buffalo.  Some people have suggested that the removal of the buffalo was orchestrated to enable the land to be developed.  Can you please comment on these two issues and explain if there is anything residents can do to move the buffalo back to an area where they can be seen and shared with visitors.

The decision with respect to the relocation of the buffalo is final.  The problem of people getting injured has been ongoing for sometime and several options were considered before the decision to move the buffalo was reached.  This can be described as the “Knucklehead Rule” – a few knuckleheads have effectively caused unwanted consequences by their irresponsible and selfish behavior.

The suggestion that the removal of the buffalo was orchestrated to enable the land to be developed is ridiculous.  The land where the hospital is located; the land where Freedom Point is being built, the land where Palmer Golf Course is located and the land where Laurel Manor Recreation Center is located, to name only a few locations, all at one time had buffalo grazing before the development of the land.  The land in the community will be developed: typically for commercial, residential, or for golf courses; to suggest otherwise is simply wrong.  This is the plan and always has been the plan for the use of the property.

20.  The Chevron gas station on CR 466A has closed.  Any idea about when a new station/convenience store will be brought in?  Is there anything the residents can do to facilitate another gas station coming to the site?

The property was sold to a franchisee and they obviously ran into problems and were forced to close.  The Chevron Company is working to arrange for another franchisee to take over the operation of the station.  There are some legal issues that have to be resolved but it is hoped that the station will reopen soon.

21.  There are several large empty stores in Spanish Springs.  What are the development plans for these locations or other locations you can announce?

Angie Lester, a representative of Crossman & Company, attended the meeting and explained that Big City Grill will be opening soon.  She explained that Crossman is in discussion with a couple of restaurant chains to bring another restaurant into the former Main Street Bistro location.  The old Zirbees location is being remodeled for a new tenant. 

22.  Are there any other new developments or new commercial developments that anyone would like to comment on?

TGI Fridays is still planning to come to the site adjacent to Barnes & Nobles in Lake Sumter Landing.  Fresh Market and Bealls are expected to open as scheduled this fall.  Work is underway for the new VA Clinic along CR 42.

It response to a question it was stated that hospital employees do NOT have amenity privileges and can NOT use the resident facilities unless they are residents of The Villages.  Residents of the areas, like Bison Villages, do NOT have amenity privileges either.  Rumors to the contrary are simply false.

Janet Tutt reminded us that anyone interested in serving on the Amenity Advisory Committee (AAC) must place their name into nomination by the deadline of July 31.    AAC is a vital committee that will be responsible for determining the policy and procedures for the Recreation Department, including the Executive Golf Courses; the committee will also determine how discretionary money from the amenity fee and from the legal settlement is used.  The committee representatives will be chosen in a Landowner Election this November.  To learn more about the position or to obtain an application to have your name on the ballot contact the Customer Service office on Wedgewood Lane or go the District web site, www.districtgov.org.  For more information you can also call Customer Service at 753-4508.  This is a vital committee and it is important that qualified people step forward to serve on this committee.

 

Hi Alexa Residents

Thanks for you support.  Planning and hard work really paid off!  The VHA thanks Alexa and all the region residents who came out to support the Villages Full Service Post Office Petition and VHA Membership Drive.  During the campaign week of February 11th at our regions’ 10 neighborhood postal facilities, we collected 3,085 signatures for the post office petition.  This total along with several petitions that were received before that week and others since then, puts us at over 4,000 Region 6 and 7 residents who have demonstrated their support by signing petitions.  During the campaign week, we enrolled 84 new members/renewals in the VHA with hopefully more to applications to be mailed back.  We certainly appreciated the many positive comments about the VHA and encouragement for our efforts from our neighbors.

Be sure to put Tuesday March 18th 7:00pm on your calendar for an exciting and informative session.  That will be our next Region 6 and 7 General Membership Meeting at Colony Cottage Recreation Center.  Please note the location and date change from our normal schedule.  Our guest speaker will be Mr. John Rohan, Assistant District Manager.  Come get the latest information and ask questions on the Recreation Department and changes to the Villages Watch programs which are now under John’s responsibility.  If you aren’t a VHA member, you can join at the door.  Members will also formally vote on re-election of Russ D’Emidio as Chairperson for the Region.

NOTES FROM THE LAST VHA REGION 6 & 7 GENERAL MEETING

Our first major event of the year was a great success.  Our quarterly Region 6 & 7 General Membership meeting was held on Monday, January 21st at Lake Miona Regional Rec Center.  Ken Creely, the director of country club operations for The Villages, Eric Greulach, the assistant director of country club operations and Todd Basso, manager of golf operations enlightened some 100 VHA members.  They provided an update on the golf program including the planned opening within the next month of the Sarasota Driving Range and the Jacaranda nine at Cane Garden.    They reinforced their mission to make the Villages the friendliest golf community in the world.  All residents can play a role in that by joining the Golf Division personnel mantra of “Respect.”  They cited several examples as to how respect of each other and the golf courses goes a long way to accomplishing this mission.  Finally, they encouraged every resident to attend the Villages Good Golf School – if for no other than the reason to learn how to operate the tee time system and how to contact them if they have problems or suggestions. 

At this meeting the nominating committee also reported on their recommendation for filling the term of Chairperson Russ D’Emidio which expires in March.  They nominated Russ D’Emidio to be re-elected for that position.  Laurie Cooper, Vice-Chairperson, asked the members for any additional nominations from the floor.  Seeing none, the nominations were closed and the motion was passed.  Formal election will be at the March Region 6 and 7 General Membership meeting. 

The regional VHA Reps continue to be active to preserve and enhance their neighbors’ lifestyle.  Some of the noteworthy recent accomplishments are as follows:

  • Extending striping of golf cart lanes on Canal Street in Virginia Trace to make it safer for golf carts merging into traffic.
  • Implementation of A.E.D difibulator program in Madison Villas (a first for a villa community).  Residents have been trained by the Villages Dept of Public Safety, the two neighborhood difibulators have been installed and pagers activated.  In our region, they join Bridgeport at Lake Sumter with having this life-saving program in place. (NOTE IF THIS IS SOMETHING WE WOULD LIKE IN ALEXA LET MARGARET OR I KNOW AND WE WILL LOOK INTO IT FOR OUR VILLA)
  • Replacement of incorrect speed limit signs in Mallory Square which had been erroneously installed following last year’s tornado.
  • Some improvements were made to the entrance of Bridgeport at Lake Sumter to provide a safer intersection for golf carts and vehicles entering by installing speed bumps, rocks, and warning signs.  However, several residents still believe that more is needed to improve their visibility of crossing golf carts when they exit in their cars.  They plan to continue lobbying for additional improvements.

Questions & Responses for VHA Representative/ Center District/ Developer Meeting

October 16, 2007 @ 9:00 AM at the Savannah Center

1.      The “Mark Morse Wildlife Preserve” (North of Carrera Dr in De La Vista West) is overgrown.  Reportedly, several years ago there were hundreds of birds nesting there and using it as a flyway.  They have disappeared and the weeds are as high as the fence in many places.  Some residents are concerned that the area’s life as a wetland is threatened by the dense vegetation.  Others are concerned that it represents a fire hazard during dry weather.  Is the plan for such areas to be untouchable and forever wild, or is it to ‘preserve’ them as wet land as they were before?

This area is the responsibility of CDD 1 and they are actively working at maintaining this area and trying to come up with a long term plan for maintenance of the preserve.

2.      We have a request that speed bumps be considered for ‘T’ intersections at the end of golf car tunnels such as at Buena Vista in the Tall Trees area.  This request includes areas that have not yet been turned over to the Districts.  The representative reported that he has had two near misses recently at these intersections. Repeat Question

Past history has demonstrated the speed bumps encourage drivers, of any type of motor vehicle, to avoid them by driving around them.  Putting a speed bump at the exit of a tunnel would encourage drivers to move into the other lane to avoid the bump thus creating a more hazardous situation.  The advice is to exercise caution at these locations.  The traffic engineers recommend not installing speed bumps, particularly at tunnel exits.

3.      A request is being submitted that reflective tape or paint be added on the nose of the islands on the recreation trials – along CR 466 & Buena Vista trail as an example.  The comment is that at night it is almost impossible to see the nose of these islands with the limited illumination from the golf car headlights.

4.      There continues to be concern about the lack of lighting and/ or reflectors in the area of the golf car tunnels under CR 466.  Can anything be done to improve the situation – if lights are not practical can reflectors of some sort be installed?  These areas are difficult to travel on at night using just the limited lighting from the golf car lights. Repeat Question

Question 3 & 4:  It was suggested that individual situations be addressed to the appropriate CDD, but the options of reflectors, paint or tape are an expensive, ongoing maintenance item.  One suggestion was to go to one of the golf cart suppliers and have them check the alignment of the golf cars headlights (apparently they now have developed techniques for better aiming the golf car lights) or alternatively, if you drive in these areas regularly, it was suggested that some of the newer headlights are much brighter and provide much better illumination.

5.      Several residents have asked about putting up American flags at their Postal Station.  What support or help will the Center Districts provide to residents to facilitate getting this done.

There is an established procedure for installing flags and/ or flags and flag poles at postal stations by individuals or neighborhood groups.  If anyone is interested in arranging to have a flag installed at their postal station, they should contact Monica Anderson who can explain the procedure.  Once the initial flag is provided, by the individual or group, the Center Districts will maintain the flag and replace it when necessary.

6.      Students from The Villages Charter Schools are being allowed to use the sports pools and the golf courses.  Can you please explain the arrangement between the Charter Schools and the Center Districts that permits this use by non-residents who are also under 30 years of age?

There is an agreement between the Charter Schools and the Center Districts to share facilities on a limited basis.  Once a quarter the Recreation Department and the School staff meet to agree on a schedule.  Typically, Village residents use the gymnasium and the track and other related facilities during certain hours during the day and on the weekends and for Senior Games, etc.  Residents also have access to the High School and Middle School for the Lifelong Learning College.  In exchange, the students use the sports pools and occasionally a Championship golf course from August to October or for training, special events or competition.  This is normally limited to after 3 PM in the afternoon.  This approach saves both the community and the schools significant money by not having to provide duplicate facilities.

7.      Can you please explain why the students are allowed to use the sports pools and residents’ guests are not permitted to do the same?  How can the restriction on the use of the sports pools by resident guests be changed?

At the request of residents several years ago the decision was taken to designate the Sports Pools for residents only.  This permits the use of these pools for organized activities.  If residents want to re-visit this issue it should be brought up to the Resident Advisory Council (RAC) for consideration.

8.      Better signage is needed directing golf cars to the tunnel on Wedgewood Lane by the Wal-Mart. There is a need for stop signs on the road coming from Wal-Mart to CR 101.

Improved signage has been installed, but unfortunately some drivers seem to either ignore the signs or just prefer to take the more direct but illegal route.

9.      The intersection of Parr Road and Tall Trees Lane needs a 4-way stop.  How can these be accomplished?  The problem of the traffic volume on Parr, with cars, trucks and golf cars all sharing the same roadway is causing concern among residents; the VHA has been approached by a Sheriff’s deputy also expressing concern about the problem.  We are requesting that the issue of how to manage golf car traffic along Parr Road be reconsidered?

Since Parr Road is a Sumter County roadway, a traffic study is needed to determine the need for a traffic light or additional stop signs.  The study is normally conducted during the February to March timeframe.  This reliever road is one where drivers of all vehicles are going to have exercise extra caution.

10.  Belvedere gate – Cherry Hill Villa residents are concerned that “they are taking their lives in their hands” when they try to turn left out of their community.  Can anything be done to make this area safer since apparently nothing can be done to reduce the traffic volume in this area?

At the request of residents, the delay in the opening of the gate arm after the button is pushed, was reduced and ultimately eliminated.  There is no delay in opening the gate for residents using gate access cards.  A 10-15 second delay, after the button is pushed, will be re-programmed into the system.  This should help provide a break in traffic that will hopefully make it easier for residents of Cherry Hill Villas to exit their community.  The idea of moving the entrance to Cherry Hill Villas was considered but was rejected by residents.

11.  There is concern over the dangers today at the LaZamora gate where the exit road enters CR 466.  What are the plans for this area when CR 466 is widened to 4 lanes and the traffic flow and speed on CR 466 increases?

There are currently no plans to install a stop light at the LaZamora exit onto CR 466.  Once the road is widened, a left turn lane, for traffic heading East on CR 466, will be installed.  This will also provide some degree of help for those making a left turn out of or into the entrance.  Once traffic patterns are established it will be up to Lake County to conduct a traffic study to determine the need for a traffic signal.

12.  The light at Morse Boulevard and Rio Grande continues to have problems with the timing of the lights.  It seems to the lay-person that the sensors are not working properly.  What is the procedure for reporting this problem when it is seen and are there plans to replace or upgrade the sensors?

John Rohan is working with the Sumter County traffic engineers and they will check the alignment of the sensor facing Rio Grande.  The fact that golf cars are often the first vehicle waiting for the light may require some special adjustment or settings on the sensor.  The sensor on Morse Boulevard has been adjusted and is working properly, but it is important that vehicles pull all the way up to the painted stop bar for the sensor to recognize that a car is waiting.  John promised to see if the sensitivity of the sensor could be adjusted to take in a larger area.

13.  There are continuing problems with the roads in the unincorporated Lake County portion (the enclave) of The Villages.  We had rather extensive discussion about this problem at our meeting; the VHA is willing to lead an effort to get Lake County to repave these roads.  What support and/ or guidance can you provide to help us achieve this objective?

A couple of efforts are underway to meet with the Lake County engineers and County Commissioners to bring some resolution to the situation.  VHA Lake Region has been involved in working for a satisfactory resolution of this ongoing problem.

14.  What is the status of the meetings and consultation between The Villages or Center Districts traffic engineers and the Sumter County traffic engineers concerning Morse Boulevard?  Can you give us any estimate as to what progress we might see in improving the situation along the Northern section of Morse Boulevard and when?  When will this road be scheduled for resurfacing?

John Rohan has met with the Sumter County traffic engineers and a report is expected by the end of October.  John promised to follow up and let us know the status of their study.  It was pointed out that we as residents and the Center Districts can point out road or areas of roads that need attention, but it is up to the County to determine what maintenance is appropriate.  It was suggested that residents of the particular county, as voters, have more influence than the Center District governments in getting the attention of County Commissioners. (See item 13)

15.  Buena Vista Boulevard in Marion County is beginning to show signs of the heavy traffic flow with several pot holes already there.  Is there any word on when this road might be resurfaced?  If not, what is necessary to get this scheduled for resurfacing as was done to the section of Buena Vista in Sumter County north of the Polo Fields?

As a result of this question, the Center District has contacted Marion County road department and they will schedule 2 inspections of Buena Vista Boulevard within the County.  One is identify and repair potholes as required; the second work order is to determine the paved condition index, called a PCI.  Depending upon the PCI rating, the road will be scheduled for resurfacing or repair as needed.

16.  What is the status of the CR 466 & I-75 interchange?

The funding for the interchange is in place.  The Florida DOT establishes the timing and in large part this is determined by the priority and availability of funding to complete the road from US 301 to the new interchange.  The same is true of the new interchange with the Turnpike; Florida DOT determines the timing.

17.  What role will the Developer play in the community after The Villages are completed, and by completed most people mean after new home construction is completed?

Gary Lester explained that the Developer’s role is a continuing role in the community and his involvement will continue long after the last home is built in The Villages.  He reminded us that Main Street in Spanish Springs was started over 15 years ago and that they are still working on developments in the area in the Lake County/Lady Lake portion of The Villages.  The developer’s involvement clearly continues in Lake Sumter Market Square and in the Buffalo Ridge shopping center development.  Brownwood hasn’t even been started and it would be reasonable to expect the development to continue for at least 15 or more years after construction on the new town square is completed.

It has been many years since the Developer completed the last home in Lake County and in Marion County and these are good models to use when considering what the role the developer will have in the areas south of CR 466 when the construction of new homes is completed.  The community was designed with special purpose government (Center Districts and Numbered CDD’s) to be self sustaining and provide for the ongoing support and management of The Villages.  This ensures that The Villages lifestyle will continue so long as governments continue to exist.  Mr. Lester pointed out that the management staff and the developer lives in the area, they are invested both financially and philosophically in the community; they have children in the charter schools and 3 generations of the family work in the community.  They are here and continue to be committed for the long-term.

The VA has selected a builder for the new 75,000 sq ft VA clinic that will be built on CR 42, just east of the Mulberry Grove shopping center.  Ground breaking is expected in early 2008 and construction is expected take a couple of years.  Congressmen Cliff Stearns is following this project closely and we can expect further announcements as the ground breaking ceremonies get closer.

 

The following questions are repeats from the last meeting and we are requesting an update on the status of these issues.

1.      What are the status of the retention pond at Belvedere gate and the replacement of the trees and landscaping?

A Request for Funding was received and approved last week and the repairs should begin within the next few days.  The landscaping will be returned to the landscape plan. If residents want to have some of the extra trees replaced, that were not a part of the original landscape plan, the District will supply the trees if the resident(s) will provide the irrigation lines and irrigation water.

2.      Handicap ramps are not marked and the location is not always intuitively convenient or obvious.  Ramps should be marked for visibility.  Can this be done?  The Handicap Club would be willing to work with the Districts to identify special needs.  Is it possible for future Recreation facility entrances to be made street level as Mulberry and Canal Street are designed?

Depending upon the property grade the entrance to future facilities will be built without a curb, but this is not always possible.  For existing facilities they will look at additional handicap cuts and markings.  The Center District meets regularly with representative of the Handicap Club; and the Burkey’s were given as the contact.  If someone has a particular situation they should bring it to the attention of the Burkey’s at The Villages Handicap Club and it will be discussed.  The Center District also has a consultant in Tallahassee, who is wheel chair bound, and he visits on as needed basis to make recommendations for compliance with the spirit and intent of the ADA regulations.

3.      What is the status of the Left Turn arrow at the intersection of Morse Boulevard & Boone Gate and US 441/27?

The Florida DOT has promised to initiate a traffic study of the area.  John Rohan has been trying to get an update on the status and timing of the study.

Questions for VHA Representative/Center District/ Developer Meeting

    Can we put numbers (or names from our ‘history’) on the Water Towers to provide easy to see landmarks?  If the numbers were put on 4-sides of the tower at the conical transition between the column and the tank they could be easily seen from a golf car.

t       The Villages is different and the community has a different look.  This is intentional and one of the things that distinguish the community is the clean uncluttered look.  Adding additional signage would take away from the esthetic qualities of The Villages.  For this reason landmark numbers will not be put on water towers and for the same reason numbers will not be approved for the Wal-Mart parking lot.  The Wal-Mart in the Villages looks different than the store and US 441/27 and it is different and distinctive

   Guest passes are being issued for relatives who live within the area for a year at a time.  Since the recreation department staff are not matching photo IDs to match with the guest passes they are vulnerable to abuse.  Several people are reporting widespread abuse.  We are requesting that the staff be instructed to check photo IDs for all guest passes and if they don’t match not to let them use the facilities.

t       The rules for “In Area” Guest IDs for children or grandchildren who reside in Lake, Sumter or Marion counties were clarified.  If a child or grandchild resides in Lake, Sumter or Marion County a Village resident may obtain an “In Area Guest ID” card for them at any of the Regional Recreational Centers.  The “In Area Guest ID” is valid for one year from date of issuance.  The Resident whose name appears on the “In Area Guest ID” must accompany these children and must have their own Resident ID.

 Be sure to tell your Guests to always carry a valid Photo ID showing their home address along with their Guest ID card when they are using any of the Villages’ recreational facility, even when accompanied by a resident.  If a Guest is under 19 years of age, they must be accompanied by a Village resident or Guest (with proper ID) who is over 19 years of age.

8.      Handicap ramps are not marked and the location is not always intuitively convenient or obvious.  Ramps should be marked for visibility.  Can this be done?  The Handicap Club would be willing to work with the Districts to identify special needs.  Is it possible for future Recreation facility entrances to be made street level as Mulberry and Canal Street are designed?

t       The Center Districts use a consulting services representative to review and make recommendations regarding accessibility for the handicapped.  Pete Wahl will ask the consulted to review the existing ramps and curb cuts to see if they meet the code (Law 504).  Currently Pete Wahl and others from the Center District, meet monthly with a representative from the Handicap Club.  Markings are addressed on a case-by-case basis.

  Are there any plans to add a golf car path on Parr Road or on Wedgwood Lane as it passes thru the Buffalo Ridge shopping plaza?

t       The simple answer is No.  These are shared use roads that require both automobile and golf car drivers to exercise care, caution and courtesy.

   The golf car path leading from Lake Sumter Landing to the tunnel under Morse Boulevard needs better lighting.

 As a general rule the Community does not light golf car paths.  Night drivers should have sufficient light from their headlights to navigate the paths safely.  The District will investigate, but unless it is proven that there is a need lights will not be installed.

   Would it be possible to install speed bumps at the ends of all of the tunnels that intersect onto a main multi-modal path similar to the one under Morse Boulevard?  There have been numerous near misses due to carts not stopping or stopping too far out into the cart path at tunnels that intersect with the Buena Vista multi-model path and other areas where tunnels exit onto a busy golf car or multi-modal path.  

This issue has been looked at several times and the District has resisted putting speed bumps.  In an effort to avoid these speed bumps drivers will try to go around them causing more damage to the roadway and their carts.

 It seems some people have been told that The Villages, the Commercial Property Department I assume, would not allow Wal-Mart to put numbers or any other indications on the light posts in the parking lot to assist people find their car.  This is frequently done in large shopping center parking lots and people find it helpful.

If this is prohibited what can be done to remove the prohibition; if it is not prohibited who should we contact to get this signage installed?  They have the numbers in the Wal-Mart on US 441/27.

Are there any plans to expand the Wellness Center?  This is the busy time of the year, but the current facilities are not capable of supporting the present population.

Per Gary Lester there are not necessarily plans to expand the existing center.  However, they are monitoring the numbers now.  They are investigating the possibility of building an additional Wellness Center south of 466A.  However, there has been no decision yet on a final plan.   He reminded us that much of the increase in January is due to a lot of New Year resolutions that people have made and will eventually drop off.

Will hotel guests at the new hotels in Spanish Springs and Sumter Landing have guest privileges the same as residents?  Are there any plans for condominiums at these locations?

A:  No to both answers.  The only exceptions are individuals down here for the Villages Lifestyle tour and a resident’s guest with a legitimate guess pass who may be staying in a hotel.  There are no condominiums – they are hotels.
